The Revolving Fund

Acquisition and Resale of Historic Properties 

The Kansas Preservation Alliance revolving fund is a pool of capital created and used for historic preservation, with the restriction that the monies are returned to the fund to be reused for similar activities.  Acquisition/resale funds are used to buy properties and resell them to a sympathetic buyer with protective covenants or easements.

The Kansas Preservation Alliance revolving fund will assist properties listed or eligible to be listed in the National Register of Historic Places or deemed significant by other objective measurements.  Properties that are resold will not benefit any Kansas Preservation Alliance Board Member or KPA general member, but will protect the fund’s interest.  Properties will be resold at fair market value with covenants and easements taken into consideration.  Proceeds from resales will be reinvested in other historic properties.

The old First National Bank of Smith Center is the first Revolving Fund project for KPA.  The building was donated to KPA in April, 2004.  Through the generosity of our members and donors KPA has installed a new roof, repaired the brick parapet, fixed broken windows and painted the exterior wood pieces.

In 2007 KPA was awarded a Heritage Trust Grant from the Kansas State Historical Society to renovate the First National Bank - 1889.  After completion the first floor will be rented office space.

The bank building was built in 1889 in a Victorian Romanesque style.  Brick and limestone are the primary materials.  There is a walk-up basement, open first floor, and three apartments on the upper floor.  Approximately 7200 sq. ft.  Smith Center has a population of about 2000 with a regional hospital and small FBO airport.  The building is the most prominent building on the Main Street of town.  A popular coffee shop, the Second Cup Café is located next door and an art gallery, barber shop and other stores are located across the street.  Smith Center is within 10 miles of the geographic center of the USA.  (excluding Alaska)

Preservation Easements

The Kansas Preservation Alliance, Inc. is the only historic preservation organization accepting easements on historic properties.  An easement is a voluntary legal agreement that protects a significant historic, archaeological, or cultural resource.  It allows an individual to retain private ownership of a property and may allow the owner to obtain potential tax benefits.  Preservation easements are usually accepted with a donation to the Stewardship fund.

Revolving Loan Fund 

Low interest loans available to individuals for emergency stabilization of historic buildings.  This loan fund is not fully funded at the present time.

Annual Awards for Excellence

Nominations are solicited and reviewed by a committee of experts in architecture, history and preservation.  The Awards are presented at the Annual Kansas Preservation Conference.

Endangered Historic Sites List

Historic sites in Kansas face a rage of threats, from abandonment and neglect, to suburban sprawl.  KPA has developed an annual list of the most endangered historic sites.

Preservation updates from around the state plus informative and education information.  Mailed to members of KPA.

Preservation Partners

Discounted memberships in KPA for members of local groups that belong to KPA.

Advocacy

KPA monitors and initiates preservation related legislation at the state level.  It assists communities in making the case for preservation by providing information on and examples of the economic benefits of preservation as well as the benefits to tourism, community identity and a sense of place.
